Philip Pugliese became Chattanooga’s first bicycle coordinator in 2005, working to provide mobility options for its citizens. Actively engaged in transportation policy and planning since 2002, he has served as technical staff to the Chattanooga‐Hamilton County Regional Planning Agency, and now to the Chattanooga Area Regional Transportation Authority through his consulting firm, Prova Group LLC. A founding board member of Bike Walk Tennessee and Friends of Outdoor Chattanooga, Philip has worked to advance regional bicycle networks through public and private partnerships. To further promote research, policy, and practice, Philip developed the Active Living & Transportation Network to leverage private, public, and academic resources in the community. A graduate of Georgia State University, Philip also holds a Master’s of Business Administration degree from the University of Tennessee.

Donna S Pugliese is a project management professional offering extensive experience in organizational promotion and proposal response. Donna has been engaged in healthcare and technology solution practices for over twenty years and has demonstrated leadership in managing internal and external communications on projects in excess of $750 million.

As a public health professional, Stefanie’s work focuses on policy, practice, research and projects that have a tangible impact on local communities. She serves as an advisor to several local entities such as the American Lung Association, Choose Chattanooga, Chattanooga-Hamilton County Regional Planning Agency, and the Community Network Board for Cancer Prevention. Stefanie had over a decade of experience in upper management for the NC Division of Environmental Health and earned degrees from SUNY Stony Brook and Purdue University. Working as a contracted consultant with Prova Group since 2009, she has been instrumental in securing external funding of over $5 million to support projects that benefit the Chattanooga community. One of her most notable recent projects is the planning and implementation of Bike Chattanooga, the largest new U.S. bike share launch in 2012. Stefanie is also principal of Techme, LLC., an organization focused on community projects with notable success in the development of walking trails in partnership with the National Park Service.
